TO ALL MEMBERS OF THE COMMISSION AND THE SCIENTIFIC COMMITTEE
In CCAMLR-42, paragraphs 12.5 to 12.7, the Commission provided a list of parties to be invited as observers to CCAMLR-43 and SC-CAMLR-43.
In accordance with Rule 32 and the Non-Contracting Party (NCP) Engagement Strategy, the Secretariat has reviewed this list and the engagement of NCPs in toothfish trade and proposes to add Trinidad and Tobago and the International MCS Network's Joint Analytical Cell (IMCSN-JAC) to the list, and remove The Gambia from the list. Please note also that in CCAMLR-42 Indonesia was listed under both 12.5 (ii) and 12.5 (iv); its listing under bullet 2 is removed below, but it remains on the list of observers to invite under bullet 4.
The proposed invitation list is shown below.
- non-Member Contracting Parties – Bulgaria, Canada, Cook Islands, Finland, Greece, Mauritius, Islamic Republic of Pakistan, Republic of Panama, Peru and Vanuatu.
- other States in dialogue with CCAMLR – Luxembourg.
- NCPs trading in re-exported Dissostichus spp. that has not been previously landed in the port of a Contracting Party or NCPs cooperating with CCAMLR by participating in the CDS, who are cooperating with CCAMLR through limited access to the e-CDS – Colombia, Mexico, Singapore and Thailand
- NCPs not participating in the CDS but possibly involved in harvesting, landing and/or trade of toothfish in accordance with the NCP Engagement Strategy – Cambodia, Dominican Republic, Indonesia, Kuwait, Malaysia, Republic of the Maldives, Republic of the Philippines, Qatar, Saudia Arabia, Trinidad and Tobago, Türkiye, United Arab Emirates and Viet Nam
- NCP Flag States of vessels listed on CCAMLR NCP-IUU Vessel List – Republic of Angola, Islamic Republic of Iran, Nigeria and Togo.
- intergovernmental organisations – ACAP, CCSBT, CEP, CITES, COMNAP, FAO, IATTC, ICCAT, IMCSN-JAC, INTERPOL, IOC, IUCN, IWC, RPOA-IUU, SCAR, SCOR, SEAFO, SIOFA, SOOS, SPRFMO, UNEP and WCPFC.
- non-governmental organisations – ARK, ASOC, COLTO, IAATO and Oceanites Inc.
Noting that invitations will be sent on 10 June 2024 (COMM CIRC 24/45 SC CIRC 24/34), Members are kindly requested to indicate by 21 May 2024 whether they have objections to any of the above being invited to observe SC-CAMLR-43 and CCAMLR-43, or if they have additional suggestions for invitees.
