Comments on invitation of Observers : 11-Jun-2021
TO ALL MEMBERS OF THE COMMISSION AND THE SCIENTIFIC COMMITTEE
At SC-CAMLR-39 and CCAMLR-39 the Scientific Committee and Commission decided to issue invitations to the following parties to attend SC-CAMLR-40 and CCAMLR-40 as Observers under the Rules of Procedure (CCAMLR-39, paragraphs 7.9 to 7.12).
- non-Member Contracting Parties – Bulgaria, Canada, Cook Islands, Finland, Greece, Mauritius, Islamic Republic of Pakistan, Republic of Panama, Peru and Vanuatu.
- other States in dialogue with CCAMLR – Cambodia, Indonesia, Luxembourg.
- NCPs cooperating with CCAMLR through participation in the Catch Documentation Scheme (CDS) – Republic of Ecuador.
- NCPs trading in re-exported Dissostichus spp. that has not been previously landed in the port of a Contracting Party or NCPs cooperating with CCAMLR by participating in the CDS, who are cooperating with CCAMLR through limited access to the e-CDS – Mexico (recently granted CDS access per COMM CIRC 21/24) and Singapore.
- NCPs not participating in the CDS but possibly involved in harvesting, landing and/or trade of toothfish in accordance with the NCP Engagement Strategy – Bolivia, Brunei Darussalam, Colombia, Dominican Republic, Lebanon, Malaysia, Republic of the Maldives, Myanmar, Philippines, Switzerland, Thailand, Trinidad and Tobago, Turkey, United Arab Emirates and Viet Nam.
- NCP Flag States of vessels listed on CCAMLR NCP-IUU Vessel List – Republic of Angola, The Gambia, Islamic Republic of Iran, Nigeria, St. Vincent and the Grenadines, Tanzania and Togo.
- intergovernmental organisations – ACAP, CCSBT, CEP, CITES, COMNAP, FAO, IATTC, ICCAT, IOC, INTERPOL, IUCN, IWC, RPOA-IUU, SCAR, SCOR, SEAFO, SIOFA, SOOS, SPRFMO, UNEP and WCPFC.
- non-governmental organisations – ARK, ASOC, COLTO, IAATO and Oceanites Inc.
Members are kindly requested to indicate by 11 June 2021 whether they have any objections to any of the invitees above being invited to observe SC-CAMLR-40 and CCAMLR-40, or if they have additional suggestions.
