As outlined in COMM CIRC 21/60–SC CIRC 21/77,  the Scientific Committee and Commission have identified parties to be invited to attend SC-CAMLR-40 and CCAMLR-40 as Observers.  

In accordance with the non-Contracting Party (NCP) Engagement strategy, current information from the Dissostichus spp. Catch Documentation Scheme (CDS) indicates that the NCPs not currently participating in the CDS but which have imported greater than 1 000 kg over the last three-year period are Brunei Darussalam, Cambodia, Colombia, Lebanon, Malaysia, Republic of the Maldives, Republic of the Philippines, Thailand, Turkey, United Arab Emirates and Viet Nam. 

The Secretariat would like to propose to Members that this list replace bullet number 5 in COMM CIRC 21/60–SC CIRC 21/77.
